If the 1990 Chevy Lumina is blowing the DIS 10 Amp fuse when the ignition is on, check to make sure that all wires coming from this fuse are grounded properly. Also check to make sure the starter is wired properly. There could also be a loose wire in the dash near the ignition.

There is an overcurrent situation in the circuit, could be a wire shorted to ground.
The ECU may be creating a short circuit. Check the ECU on the 1987 Chevy Blazer and make sure it is expelling to correct amount of safe voltage. If not the computer should be replaced.
Check or replace the socket
A possible problem could be you power wire is pinched somewhere causing it to touch a ground which will blow the fuse.
If the fuse keeps blowing then there is a short somewhere in the wiring. The best thing to do is recheck the wiring on the wiper motor, switches, and relays.
Probably. Backfiring is a symptom of a lean condition. Wouldn't want to leave it like that.
I had a fellow in our auto parts store say the same thing, his blew out the oil when the engine was shut off, He replaced the pump and that seems to have solved it.
Try looking at your tail light socket if it is fried that will blow the fuse
