i have a 95 Tahoe also (2 door), and the bar that pulls the latch from the inside is prone to getting stretched out- if you remove the door panel and tighten the bar from the interior door handle to the latch ( i just put a kink in mine), then it is able to unlatch the door again- a bit of a "trick" fix, but it works nonetheless- a lot better than paying through the nose for shop work and just as effective; no more stuck passengers=)

the fuel filter on a 1995 Chevy Tahoe should be located below the driverside front door just climb under the driverside door and look attached to the frame, easy to find and easy to change once you know where they are.
Don't believe it had a remote. Mine uses regular key, perhaps it was a special option.

Not any relays, there are actuators inside the doors that move the lock mechanism. Also your switch in the door, the fuse, and the wires.
