if you check the engine codes, and get the variable speed sensor, o2 sensors, and the too much electric 1298, and fuse 15 blown, then it's probably the wiring harness c115, track down TSB 99-029
It needs lubrication and must be done from the speedometer end.

Broken speedometer cable?
A frog that is not moving could be resting, or could be dead. Check for breathing.
My 94 had the same problem. Had to replace cluster. Got one off ebay for $40.

The cable needs lubricating. Remove the speedometer cable and lubricating it with special lube for that purpose. Any auto parts store can provide the proper lube. Remove the cable and clean it throughly with spray brake cleaner. Let it dry and apply the lube. Reinstall the cable and you should see the needle stop jumping and making noise.
Increases due to greater oxygen demands and a rising blood CO2 concentration (PCO2).
rotation and translation
The wires for the fog lights and speedometer are probably rubbing together somewhere behind the dash, the insulation is most likely worn on both the wires. I t will cause a short if it continues. Check the wires for worn insulation.
Off the top of my head, could be a faulty torque converter or the solenoid that controls it. Also if the speedometer is screwy that can mess with it too.
