It seems you have two problems here. If you press the brake pedal and the brake light on the dash luminates, you have a brake problem or the fluid level is low. The other problem seems to be the blinker light on the left side is not working or the blinking tail light on the same side is out. It's more than likely the latter. Good luck!

Just take off the cover and screw a new one in there. Or you could have a short. If changing the bulb doesn't work, have an electrician take a look at it.
Check if the male and female plugs are snapped into place tightly. And check if the lights or fuse is burnt out.
bleed your brakes so they are a low pressure and make sure the light comes on also make sure you fil your brakes up again afterwards or you might have some problems
I also have a 98 Lumina Sedan with the same problem. I did the full wiring check and finally narrowed it down to the turn signal switch. I noticed that if I signal for a right turn and apply the brakes, the left brake light comes on. The turn signal handle seems a bit loose but the brake lights work if you hold it up briefly (like to make a lane change to the right). Replacement part is GM OEM # 19005031 (AC Delco D6226A) for cars w/o the radio accessory on steering wheel. If radio accessory on steering wheel, GM OEM # is 19005032. It takes 90 min to 2 hours to replace (shop time at dealer is 1.4 hours).

with the park lights on both left and right side are lite. but when the brake is applied the right brake lights up and the left goes out(doesn't light up)
