If the vehicle has airbags, you may want to look at the clockspring. It's the connection under the steering wheel that connects airbag, horn, cruise, etc, together.
You need to check cruise control fuse and relay.
Have you tried pressing the cruise control button on the dash?

To the left of the steering wheel, below the dashboard is a button that says cruise control. Push that button in, the dash will illuminate the cruise control light. Then, as you reach the speed you want to cruise at, push the button on the steering wheel that says "set". When you want to turn cruise control off, simply tap the brake pedal and the cruise will go off.

Make sure you have the main cruise control button depressed. You will then see a display light indiciating "Cruise Control". After that, just use the normal buttons to set, accelerate, and coast. BEWARE, though. The cruise control button for our 2004 Accord stopped letting me keep it in the depressed position, and I can't keep my cruise control on now. Will let you know once the mechanic takes a look at it.
When you get to speed you want to keep, press the button to activate cruise control. You will on the dash light showing that cruise control was activated. After that pull the cruise control joystick down to set the speed. If you pull toward you it resets the current speed.
2001 Equipped Buick Lesabres have two different cruise control activation switches. The first turn the cruise control ON. The switch sets which speed the throttle will be locked at. This problem can be caused by the primary sources, the system is being operated manually or switch and or cruise control module failure.
The button on the inside left of the steering wheel is the power button to turn on the Cruise Control. The buttons on the inside right of the steering wheel control the acceleration and deceleration of the cruse control. To initialize cruise control you must get the car up to speed, turn the cruise control power button on. Then once at the desired speed depress the minus (-) button on the lower inside left of the steering wheel one time to engage. From there you can choose to go faster or slower by pressing and holding down on either the + or - symbol's.
