the LACK of LUBE or Graphte on the speed0 cable IF it's not an electric sending unit type. The speedo cable spins inside another cable. Moisture will cause rust after a few years and this will cause the speedo cable to start to drag and release. If you remove the cable from the back of the instrument cluster and squirt in some graphite, this should help with the bouncing.

To get a 2003 F-150 Truck to start after replacing the instrument cluster the cluster will have to be re-programmed. A dealer or possibly a locksmith can reprogram an instrument cluster.
Removing the instrument cluster on a Peugeot 206 is simple. You start with removing the steering wheel and then take out the dash board and then take out the instrument cluster.

Either your IVR(instrument volage regulator) or a faulty connection from the harness to the cluster.
I had read that what you have to do is after you replace the cluster try to start it once. Leave the key in the on position for at least 10 minutes and that is supposed to reset the anti-theft system and it should start and run fine.
It needs to be programmed(the odometer and to the current key your using) you will need to take it to a ford garage to have the replacement instrument cluster programmed. Hope this helps! been there done that.
If it is the same problem that appeared on my '04, it is going to be the instrument cluster. The speedometer is part of it and couldn't be changed independently. Mine started bouncing some when I would first start it up, then start working normal. I ignored that for a while. Then it got to where it would not move at all till I had driven some , then it would start working right. It finally got where it wouldn't move at all or just peg out. I had the cluster changed and that fixed it.
I haven't removed the instrument cluster in it's entirety, but I can get you as far as it. I recommend getting the Chilton Manual.. any O'Reily's or Advanced should have the book. Ok, the top of the dash ( the top flat part that faces the sky/windshield *not the part that faces you*) lifts up. Start at the corner near the dash speaker and lift the whole panel up. This exposes the instrument cluster. That's as far as I can help. good luck
Easy. I have an 87 Accord, so it's probably similar. First you find the speedometer cable that runs across the top of your engine and into the side of the transmission. On the other end it enters the fire wall right where the instrument cluster is. You will unclip the end that is attached to the transmission and pull the cable out. In my case, the broken end was at the other end by the instrument cluster. You have to just start taking out screws to get take out the instrument cluster. Once you get that out, the cable simply clips in there as well. Viola, replace the cable. Easy. I have an 87 Accord, so it's probably similar. The instrument cluster will give you a warning, that the vehicle will not start in X amount of miles.
