HELLO I HAVE A 99 RANGER WITH THE 3.0 ENGINE AND WENT THROUGH ALL THIS WHEN THE GEARS ON MY SYNCHRONIZER STRIPPED OUT.ANYWAY I HAD TO USED A FIND PEACE OF SAND PAPER AND SAND THE RUST OFF THE BALLANCER TILL I SEEN THE MARKS. The crankshaft position sensor is located at the front of the engine close to the crankshaft damper
If you have the zx2 engine, it only has two nicks in the harmonic ballancer and they are hard to see. The timing is set by an index pin (tool) that screws into the crankcase and the crankshaft is rotated clockwise and bumps the pin. Then, the cams are aligned with another tool that is inserted into the rear of the cam(s). This engine is a PAIN to time. The timing of the electronic ignition is autumatic via a crank sensor and a camshaft position sensor. Hope this helps.
You still use the Number one spark plug wire for setting the timing. Make sure the Harmonic Ballancer ring (the part with marks on it) has not spun on the hub. If it has you will need to replace the ballancer.

try looking behind the powersteering pump resivior but it may be behind the timing belt cover
its mounted on the oil pump assembly behind the inner timing belt cover. that's on a 2.3L engine
