I recently had a similar problem with my 1998 cherokee- after looking into the issue I found that there was a short in the wiring harness in the back tail gate. Apparently the wires crack due the opening and closing of the rear hatch. I hope this helps Jim

sounds like you have a shorted wire somewhere in the circuit. If your jeep has a trailer harness or has rust at the rear of the jeep, look for wires that may be grounding out. Could be easy or a nightmare but this is a good place to start.
