If you have the control set on Max or recirculate, it will recirculate the cabin air causing the windows to fog. Set it to Normal or for outside air. Do you smell something sweet? If yes then there is a leak in the heater core and this will cause fogging.

Once a meat has become frozen you should not allow it to defrost and then attempt to refreeze it. If you allow it to defrost and then use it by its use by date then that is OK. You can however refreeze it once cooked for example if you buy some fresh mince it becomes frozen in transit, you then defrost it and make a shepherds pie you can then freeze it and defrost it at a later date when ready to eat. If you meant to chill the meat but it just got a little too cold just defrost it before using.
