Sounds like a very weak battery.
It sends a power to the starter relay/solenoid to engauge the starter. Know that the ignition switch is not what you put the key in and turn. That is the lock assembly. The ignition switch is located lower down on the steering column.
It can be multiple things it could be the batter it could be your ignition many things can be causing it can you tell me if it tries to turn over or what it does when you try if your dome lights or head lights are very dim its your battery if it starts when jumping it most likely your battery.
Are you CERTAIN that it was reprogrammed correctly? If it was, then you've got other problems with the ignition system that will need diagnosing and you'll have to give more symptoms. Does the little red blinking light go out when you insert the key in the ignition? Does the relay 'click' when you turn the key? Does the engine turn over, but not 'catch?' Etc.
On the bottom side of the engine( front of the car) just below the exhause manifold. It is easiest to remove the mounting plate from the body of the engine, as balancing the coils on the module as you remove and insert screws if a real pain in the but. If anyone has any suggestions on waterproofing this area, I would greatly appreciate it, as I have gone through three of these modules in three years due to water getting into it and shorting the module out. This last time it was a coolant leak around a seal on the top of the water pump, spraying right into the module that caused it. Argh!
Hey John==Make sure the alternator belt is tight. GoodluckJoe A Bad Diode in the Alternator will cause the light 2 stay on & still charge the bttery.
Set your light switch to "auto" on the dash and your lights will come on automatically with the ignition. Turn your light switch on your dashboard to "auto" or "automatic" and the lights will come on and off with your ignition switch.
Headlights run off the battery not the ignition...
Many Camry models have so called daylight headlights.

It has an engine computer (PCM)
The 3.2L has an ignition coil on each spark plug.
it means that either your keys are still in the ignition after you turned the car off, or your headlights are on, or you need to shut the door or trunk for it to stop blinking but wont ever go off
If your check engine light is blinking that means an ignition misfire has been detected
A blinking check engine light means an ignition cylinder misfire has been detected
