Sounds more like switch or resistor is defective
There are a couple of reasons why a Honda Civic heater fan is not working. The fan motor may of blown or a fuse needs to be replaced.
If the air conditioner in a Mitsubishi Legnum is not working, there could be a blown fuse. There could also be a loose cable, or a problem with the heater motor.
If the heater is not working in a 1995 Camaro, there may be one of two issues. Either the heater core is bad or the heater fuse is blown.
One reason that the heater will not work in an Audi A4 is that the fuse is blown. Another issue could be a short circuit in the wiring.
If it suddenly stopped working at all speeds, it probably is a blown fuse.
Check for a blown fuse.

Check for blown fan motor fuse.
Blown fuse. Burned out blower speed resistor. Faulty blower switch. Bad blower motor.
The stage 1 relay has blown! it is located behind the glovebox door above the heater blower. # find it # pull it out # replace it job done:-)
Most likely it would be a blown fuse in the fuse block.
Blown fuse, bad heater blower motor control switch, bad blower motor, or a bad blower motor resistor pack.
