Well, how you fix them depends what's wrong with them. Check the fuses and bulbs first.
I think there are fuses for power under the hood also..
MOTOR FOR WIPERS
Check the motor for the wipers.
this could mean many things but some easy ones are bad fuses, junk starter, possibly a short in the wiring somewhere, or even a ground that is not connected
check your fuses . if it continues to blow the fuses when the brake is mashed then look under the dash @ drivers side and see if there are ne wires touchin on the steering column or ne metal.
It would depend on what is wrong with them and what vehicle you have.
Sounds like broken linkage maybe. I think... you need to pull the air vent intake grill underneath your windshield wipers blades to get to it.
