I don't know if this is the same problem but I had a 98 Olds Cutlas Calais that was doing the same thing. Turned out that the torque converter lock-up solenoid was bad. A $20 part that cost about $80 to have installed. Essentially, the part allows the engine to idle at a lower RPM until it gets moving again. May be worth looking into...
In every state there is a legal requirement to stop if you are involved in a collision even if the collision is not your fault. Leaving the scene is the " hit and run" crime. The charge is likely more serious if a injury or death is involved. My advice would be to contact police and get it straightened out before it becomes worse
The car was stationary due to an accident stopping traffic.
A common use of the term is when a car involved in an accident drives off without stopping.

Not stopping to help at the scene of an accident
Being legal means following the laws and not breaking any. It may not always be ethical. For example if you are involved in an auto accident, almost anywhere being legal means stopping and not leaving the scene of the accident. It does not require you to assist any victims. Any others passing by are not legally required to stop. Being ethical, or moral, would involve stopping and helping accident victims whether or not you are involved in the accident or just.
Yes. It was an accident. Accidents often are only discovered AFTER the collision. Sometimes there is a reaction time between thinking about applying the brakes, reaching the pedal and finally stopping. At higher rates of speed the reaction time is increased as well as when we are chemically impaired. Sometimes we deliberately make contact (make out) and suddenly "discover" that it does not "feel" right. Just accept her claim that it was an accident and move on. (PS- See my previous answer about being "Just Friends" It will help clear up much of your "confusion" The operative word here is "move-on". R-
