The answer to this question really depends on the person. If your leader is acting like a dictator and ignoring you then feared is the best bet. If the leader listens to his constituents then liked is the best bet there.

There is a philosophy as relates to leadership: Leaders should be respected or feared. When the leader cannot earn the first, the latter will do. Leadership is a grave responsibility, and the first element of that responsibility is to address the needs of those you lead. It is by this effort that respect is earned. Some who are lead do not understand this, however, and expect more than they deserve of the leader can give. In instances such as these, the leader is obligated to educate those who are lead to the consequences of asking too much or pushing too hard. Robert Downey Jr. as Tony Stark in Ironman: "Is it better to be feared or respected? I say, is it too much to ask for both?" It is a question of the carrot or the stick.
