Notice that these light are either way out in the sticks, on 55/65 mph roads, or both. Supposedly you'll see the strobe before you see the red light and be more alert when you get there.

I believe the question refers to the new white lights placed on top of the signal head and not the strobe light within the red light. These new white lights on top of the signal head are to help law enforcement determine who has run through a red light. They are used right now in Florida and Texas. They will blink when someone goes through a red light so that a nearby police officer can respond.
