Most likely it's a camera taking a picture.

Sorry, those aren't for taking a picture. The strobing white light in the red light itself is to improve visibility of the red light. Notice that these light are either way out in the sticks, on 55/65 mph roads, or both. Supposedly you'll see the strobe before you see the red light and be more alert when you get there.

This is not an issue of visibility, "This phase indicates that a public transit vehicle may proceed through an intersection in any direction while all other traffic faces a red light." so it warns you to be careful when you pass on a green light because an emergency vehicule might have to burn a red light... info was found there...http://en.wikipedia.org/wiki/Unusual_uses_of_traffic_lights

I believe the question refers to the new white lights placed on top of the signal head and not the strobe light within the red light. These new white lights on top of the signal head are to help law enforcement determine who has run through a red light. They are used right now in Florida and Texas. They will blink when someone goes through a red light so that a nearby police officer can respond.

What did came first the vehicles or the traffic lights?

Logically, unless there were reasons to control traffic, there would have been no reason to create or install traffic lights. Because "traffic" generally comprises vehicles (motorized or otherwise), the traffic was probably there prior to the lights. Certainly, there were mechanical traffic signals that preceded traffic lights, not to mention traffic officers who once stood at busy intersections to direct traffic on a regular basis.

Does flashing your headlights at a red traffic signal make it change to green?

No, Flashing your headlight's will have no effect on a traffic signal. The reason a traffic signal changes for emergency vehicles that have the lights flashing, is, they have a special transmitter that tells the light to change. This transmitter is connected to the emergency lights so it comes on when the lights are used.
