The park brake cable will go from the pedal, through the fire wall down under the vehicle to the back. Near the back somewhere it will slit and go to both rear tires. If it is stuck trying using penetrating oil on the spring looking thing the connects the cable near the middle of the van and also at any exposed areas near the rear tires. Also around the pedal would hurt, but use a silicone spray or something that doesnt smell as bad in the car. If that does work then smacking the rear of the drums with a dead blow hammer sometimes works. If this doesnt work then it might be your calipers that have seized not the em cable.
