For an Alliance that provided German victory, Mexico would have received back the lands of the Gadsden Purchase, Texas, New Mexico and Arizona. Mexican President Carranza formally declined the offer. Many still contend that it was a British hoax designed to bring America into WW One.

The note stated that a Mexican declaration of war on the U.S. would be given German support to help in the reclamation of part of the territories lost during the Mexican-American War (1846-1848). Specifically, Arizona, New Mexico and Texas.
