The note stated that a Mexican declaration of war on the U.S. would be given German support to help in the reclamation of part of the territories lost during the Mexican-American War (1846-1848). Specifically, Arizona, New Mexico and Texas.

A telegram.
if mexico invaded america, and if the central powers were victorious, then Mexico would receive as payment the land that the usa stole by war in 1846 under President Polk.
There were several contributing factors. One was the sinking of the ocean liner Lusitania by German submarines, and the deaths of Americans on board the ship. The other was the "Zimmerman Telegram", where Germany sent a message to Mexico seeking to have Mexico attack the US. Mexico would receive financial support from Germany, and be given Texas, Arizona, and New Mexico.
