Britain, the United States, Australia, New Zealand and Canada were Allies that had democracies during all of World War 2. Ireland, Iceland, Sweden and Switzerland were neutral democracies. While they were occupied during the war, France, Belgium, the Netherlands, Denmark and Norway were democracies before and after occupation.

Portugal, hardly a big gun in the proceedings, was a Republic at the time. At the time, Monarchy- and its development- Empire, was the dominant form of government in the civilized world- and certainly in Europe. at the time only France, Switzerland, and Portugal were republics, today almost all of the major European countries are, with the exceptions- albeit important ones- of the Benelux countries ( all monarchies, one a Grand Duchy), Spain, which reverted to Monarchist govt.-and three of the Scandinavian countries- though Finland and Iceland are republics. so it goes.
France and Great Britain were both democracies. Technically Britain is a democratic monarchy. Germany was froced into democracy by the abdication of it kaiser.
