After Joseph Smith and his brother Hyrum were murdered in Carthage, Illinois, Brigham Young and other members of the Quorum of Twelve Apostles lead a group of followers to what is now Salt Lake City, Utah. Joseph Smith told the Church members before his death that they would eventually move to the Rocky Mountains, and so they did.
Other members stayed in Illinois for a time and then moved to Missouri under the direction of Joseph Smith's son, Joseph Smith III. That group is now known as the Community of Christ, based in Independence, Missouri.
Perhaps that is how it works for some, but the Mormon leaders honestly believe what they are saying, and most Mormons understand that the Church encourages them to determine for themselves if the things that church leaders are saying are really from God. Mormons are asked to not be "blind followers" but to decide for themselves through research and prayer.
