A person who is born in the US, or a person who is naturalized, are both citizens of the United States-- one by birth, and one by choosing to become an American citizen and following the procedures for gaining citizenship. For example, my grandfather came here from Europe, and was naturalized in 1918, thus officially becoming a citizen of the USA and eligible to vote in American elections once he registered.

As for the state a citizen of the USA lives in, people are free to change their residence any time they wish. My grandfather first came to Pennsylvania, but eventually moved to Massachusetts. A person may be a legal resident and a citizen of one state-- let's say Pennsylvania, but if they move to Massachusetts, then they can become a resident of that state, making it possible for them to register to vote in state elections. In addition, once a person establishes residency in a state and registers to vote, they become eligible to vote in federal elections, based on the state where they legally reside. Thus, people who live in Massachusetts and vote in that state may be voting for statewide officials (like the governor) but they may also be voting for federal officials (like the president).
