Well the Army Rangers were around during the American Revolutionary War. They were sniping Limey Brits from tree tops and conducting operations that were behind enemy lines. At the time, they could be considered special forces.
The Green Berets are very Elite. I would compare them to the SAS. It's hard to say who is better. The SAS are good but not the best. Over the past 5 years, 11 SAS troops have been captured in Iraq, Syria, and Libya. The capture in Libya came as a real shocker because they were captured by armed peasant farmers. Also, last year, SAS troops screwed up their mission in Africa and had their hostages killed. The SAS has a long list of other screw ups as well. However, US special forces have had screw ups too.
Its a subjective thing now because I was unaware that there was an international set of standards that graded special operations forces.

However, I can tell you this. US Special forces shoot off more practice ammo yearly than the entire British, German, and French armed forces combined. Also, US Special Forces Commands get more funding than the British Army and Royal Air Force combined. I would also say US Special Forces are more capable. They can send in a unit trained at that task. Whereas the British would have to send in the SAS or SBS because they don't have special forces command that's versitle. SBS and SAS are versitle but not the best at everything. SBS is better at sea than the SAS. SAS is better in the mountains than the SBS and vice versa.
US Navy Seals are better in the water than the SAS. And SAS are better at the mountains than the Navy Seals.
I would say the CIA has the best special forces in the World. Black opps is no joke and they're the best of the best. Then they have to go through more training that the best of the best already went through. You also have to be asked to join black opps. You can sign up for the SAS, not the black opps.

SEAL Team 6 (DEVGRU) is probably the best because they are a Special Mission Unit (SMU) just like 1st SFOD-D (Delta Force). You have to be a Navy SEAL before going into SEAL Team 6 so they are more elite than "ordinary" SEALs. But yes all SEAL Teams are very highly trained and elite.
