ancient Rome was a military empire of conquest and subjugation. The Celts were a fluid Federation of individual tribes who only conjoined tribes, regionally, to fight a common enemy, the Roman Military Empire of Conquest. Those that fell to Rome had to pay tribune-a tax. How many people want to voluntary pay tax to a foreign government and lose their freedom, culture and way of life at the same time?

To frame the question in modern parlance: Are the Afghani tribes the enemy of the Anglo-American Empire?
