Yes! A 2002 VW Golf is a very reliable car. However, before purchasing look at the service records. This is of extreme importance as the newer vw's don't take kindly to oil service over 5000 mls. Pay attention to this detail and your investment would be a good one.
NO. Generally speaking Volkswagen are NOT reliable cars. When you first buy one you think -"wow, this is pretty cool." Then, after your fourth or fifth repair that just seems to be necessary WAY to early in the car's life, you say "This isn't too cool." You'll also end up just living with weird faults that you won't repair. (for example - and this is only one - why do the doors freeze shut causing you to pull the rubber off? Its ridiculous). I love VW's in a lot of ways - I've owned three. They are fun to drive and look great, but man do they know how to break. If reliability is what you are looking for, DO NOT buy a VW.
