I think you have to qualify this, not all the earth's resources are running out. As far as I know there is still plenty of coal and iron ore, two of the most important. Uranium is still expected to last to the end of this century at least. Natural gas may be running out in the best places to get it from, but as a whole the earth still has plenty available. If it has to be brought to North America and Europe either by refrigerated tanker, or in long pipelines from Russia, it is going to be more expensive, but it is still available. Oil production seems to be the most likely to be in short supply. This is partly because the easy deposits have been depleted, also because demand in China and India is increasing.
Basically, I think it is too early to say the resources are running out, but they will at some time in the future. The reason is that new deposits are not being created, or not at any useful rate. It took millions of years for the deposits we have now to form, and we are using them up at an unsustainable rate. Man will have to develop new technology to overcome this, such as nuclear fusion and renewable energy. There is an almost limitless supply of deuterium in water. Also the winds are not going to stop blowing, or the sun from shining.
The earth's resources are oil, minerals, soil and water.
That basically happens when a natural resource is used up faster than it is replenished.
