In the fuse panel IN the drivers end of the dash :
( # 33 is a 15 amp fuse for the headlamps , Daytime Running Light module , and instrument cluster )

compartment :
( # 24 is a 25 amp fuse for the headlamps )
( # 31 is a 15 amp fuse for the Daytime Running Lamps )
( # 38 is a 10 amp fuse for the left low beam )
( # 42 is a 10 amp fuse for the right low beam )
According to the 2003 Ford Explorer Sport Trac Owner Guide : ( # 9007 bulb is used in the headlights )

According to my 2001 Sport Trac Manual Fuses 4,5,23 @ 32 are not used for anything.

you go in from the backside of the headlight assembly (under hood) it come out similar to the way we used to change tail light bulbs

The dash light fuses for a 1995 Ford Explorer Sport 4x4 are located in the fuse box on the driver's side. Open the driver's door to access the cover for the fuse box. Look for a fuse labeled instrument panel.
