Gaza is the biggest in Gaza Strip, not the only one. There are smaller ones like Rafah, Khan Younis, Deir Albalah in order of population. Not all the population groups are qualified cities since the majority of people living there are refugees and live in refugee camps like Jabalia, Nuseirat, Burij, Maghazi, Deir Albalah. Smaller towns in population are Beit Lahia and Beit Hanon in the north and some villages in the South like Khuza'a and Abasan.

There is no war in Gaza. An absence of war, (and other violence) is usually called peace..."So, there is no such situation in Gaza strip. There is an armed conflict, when on one side you have hamas gorilas, firing home-made kassams, or russian grads at Israeli cities, such as Sderot, Ashqelon, Beer Sheva, Ashdod and several more, and on the other hand you have IDF, which is excellent organized and well equipped army. So, technicaly if the was war, Israel could burn all Gaza strip to ashes in a metter of days or so. The point is- Israel is a democracy, and is not willing to kill innocent citizens (although it happens from time to time, during military operations and crossfires). On the other hand, when hamas or any other from gaza strip launch a rocket, they pointing not to IDF bases, but for cities, with all innocent citizens.So, about your question.1.
