US Customs Agents are federal law enforcement officersand can enforce any and all Federal Laws.
Obviously, in order to perform their primary responsibilities they're allowed to ask you questions about what you are bringing into (or shipping out of) the country and/or where you've been.
If they start asking you questions about un-related topics, you can request to know the foundation of their questions, if you wish.
