No. People are just as intolerant in modern times as they were back when. Things have changed towards how racists can treat those they despise, but it's still there as it was before.

Britain Is No Racist As It Was Before Because: Before there was segregation between whites and 'colored' people. there was racial discrimination. Many black people were not allowed to use public uses or go to restaurants, if they were allowed it would have been segregated (separated). So as you can see the laws have changed through the civil rights movement and more. Britain is much less racist than before but there are many people in Britain today who are racist towards different races and cultures. For Example: Racism or Discrimination towards religion.

No the whole world was not racist in 1914 in fact people were trying to fight the issue. The present concept of racist wasn't a big concern in 1914, at least to the groups that were "on top". By today's standards the society of the world would have seemed racist, sexist, ethnocentric, bigoted and exhibit a number of other negative attributes. When we look back (see old movies and documentaries) we wonder why they could have thought that way. No more and no less than today. For one, a racist is a racist and most don't judge if one is lesser racist than another because it is usually all one and the same.There is no real way to measure if a country is more racist because of the complications of racism, but the whole of either country is not racist. However, both countries have racism and both countries have denial of that very racism. So, for the ones who have to deal with the racial discrimination, it really makes no difference as to who has the most because many just want it to stop.
It depends on how one uses the term "white racist". To some, white racist is someone who is white and they are also racist. To others, however, a white racist is someone who is racist exclusively towards white people.
