Yes, it pretty much falls into anything that is caused by the tenant, it is there responsibility
whether purposely or accidentally.
It might be better for you to have someone fix it then for the landlord to have someone fix it. Because they could get someone that might charge a lot more then what maybe you could charge.
I assume this is a finished basement, because this is the only place that a PVC pipe should be exposed.
This is very easy to repair, the section is cut out and replaced with a new piece of pipe,
very simple.
