Plume modeling is a computational technique used to predict the downwind concentrations of pollutants resulting from a fire or spill of chemicals. It is used to advise the Fire and Emergency services about areas (and people) at risk from the pollutants and to allow the decision about whether to evacuate the "at risk" people or to advise them to "shelter-in-place" in homes or workplaces.
Plume modeling is best done by trained personnel such as scientific officers attached to the Fire and Emergency services or the EPA.
