A burnt out signal bulb, a faulty blinker relay, a faulty blinker switch, a loose connection or a broken wire are all things that can cause the turn signals not to operate properly.
The 1990 VW Jetta turn signals will not work when the ground wire is broken or corroded. The turn signals may need the lightbulb's replaced.
Check the fuses first. Is sounds like there is a power failure to the light system. There could also be a broken wire to the fuse box.

Mine are working just fine, thanks! I assume yours are not working - try the flasher in the fuse box under the hood, or the fuse for the turn signals on the right side of the dash. Could be the switch has broken in the column (much bigger repair bill), but not likely if the switch seems to click into place in both directions. Another weird thing - if you have two bulbs burned out, the flasher usually quits working. If one bulb is out, it may flash very quickly. Therefore, check the bulbs to make sure they aren't the culprit.
One of the bulbs are broken, check all of your turn signals.

They are probably not working because they are most likely broken.
Maybe yours is broken. Plug it into your computer and restore your last backup in iTunes.
Reverse switch on trans. is, most-likely, broken or stuck on somehow. You need to check it and/or replace it.
