That's a matter of opinion. My favorite US state is Missouri, but others would say differently.
According to a CNBC ranking, Hawaii was rated #1 in "Quality of LIfe." According to Current Results, California was rated #1 for "Best Weather." According to USA Today, North Dakota was rated #1 for "Best Run State."
No California is not the best state.
