Well, at least you have proof that they work. There are two probable causes that I can recall, and both relate to the brakelight switch. First, and the most common, is that the switch is out of adjustment, and only requires proper adjustment to correct the problem. If proper readjustment will not correct the problem, then it is probable that the switch is "stuck" in the closed [on] position, which would require replacement of the switch. Not being familiar with Toyotas, this method of adjustment is generic, and applys to many vehicles. Most brake light switches have a threaded "pipe-like" extension on one end. This threaded portion mounts the switch to a bracket [generally on the dashboard framework]. Adjustment is made/determined by how far the switch is screwed into, or backed out of the bracket. The best way to make the adjustment is to have a helper stand behind the vehicle to watch when the brake lights turn off and on, and to let you know immediately of those changes. Start by screwing the swithh "in" until the lights go out. If they do not go out at full in position, the unscrew [backing it out] until the lights go out. If this does not work, then it is probable that the switch is stuck in the on position and requires replacement.
