According to Merriam Webster, Arab is "a member of the Semitic people of the Arabian Peninsula" (a race of people). Muslim is "an adherent of Islam" (a religion).
Muslims are of all races. Some are African, some are Caucasian, some are Arab, some are Indian, etc., etc. Anyone can convert to Islam regardless of race. As for countries where Islam is the official religion, Iran, Egypt, Indonesia and Pakistan are a few examples of Muslim countries that are non Arab.
