No. Not unless it was purified before freezing. If not, it will contain all the chemicals, minerals and solid matter it had in it before freezing. Take Orange Juice for an example. Its made up mostly of water. If you freeze it into a block of ice and then let it melt, do you then have purified water. No. You have unfrozen orange juice.

Yes. With more solutes dissolved within the water, the freezing point should decline. This is why they add salt onto the roads. The extra salt decreases the freezing point, providing clear roads. Also, extra materials will disrupt the hydrogen bonding interactions as well.

No. Distillation will make it distilled. Freezing and melting can be a viable purification technique for some materials, but it's not called distillation, it's called recrystallization (and it needs to be done carefully: the frozen portion of the material should be collected and removed before the entire liquid freezes solid).

Distillation is the process of boiling a liquid, then collecting and cooling the vapor so that it recondenses.

The container must also be able to withstand the immense heat (at least 100 degrees Celsius or more). Boiling raises the temperature of the water, killing most of the micro-organisms in water. Some microbes may require even higher temperatures, which can be achieved by a pressure cooker. At higher altitudes, boiling temperature decreases. It takes lesser energy but a long time to bring water to a boil – make sure to boil longer than usual to ensure any microbes present are killed. For the best result, the water must be clear before boiling. Before consumption, let the boiling water cool down- you don’t want to scald your throat!
