I don't know what "three exclusive powers" you are referring to. Congress (the Legislative Branch) by wording proposed legislation which eventually may become law, can LIMIT the exercise of control of the Executive Branch (which is the branch charged with carrying out the laws), and by re-wording laws which the Supreme Court (Judicial Branch) considers can alter the law and bring it into conformity with the Constitution.
