I would contact OSHA. When I lived in Vegas there was no construction done after the temperature got up past a certain degree. I am sure there is a law. Those employees should not be required to work without breaks, or for 13 hours, or in that kind of heat.

Well 8 hours work a day entitles you to an hour lunch so I don't see why 4 hours couldn't give you half an hour break
