I am a felon myself and have been seeking answers. I have found a lot of felons claim to have successfully landed in Amsterdam and Germany. Apparently, once you land in Europe, you are free to roam as if from state to state here in America. Of course I havent had the opportunity to try as I still have 8 months of my five year sentence left, but Im damn sure gonna try. Contact the embassy, thats what Im going to do. Im not trying to give you false hope but it seems I have had the same answers from a few different travelling felons.

Added: In this day and age it is very likely that the passenger manifests of international flights are checked against government databases. If you are WANTED for a felony and a warrant exists in your name it iis highly likely you will be apprehended at the airport when your passpost is checked..

The question is a bit confusing. You might want to clarify. A travel document is a passport-like document given to a LPR (legal Permanent Resident) when they like to travel outside of the US for more then 6 months. If you are outside of US and wanna travel to US, yes you need a visa.
