Can a city legally charge someone for putting up a sign?

Yes because they govern many aspects that a sign will go

against. Such examples are blocking the right of a person to have a

view unobstructed, both near their home and in the example of a

sign blocking view of a driver. Another example would be to govern

the appearance and placement so that the city would not be

cluttered with signs. Most cities do not allow signs in

non-business areas.
