Hi there. I personally think that they can. In fact I just googled this very question myself and I'm having allergy/mild sinus issues the past few days. Additonally I've been having this tingling in my scalp on one side and sometimes even in my throat. It's been off an on over several days and very slight but still creepy. I've worried myself over "could it be a stroke" but calmed myself after reading about onset of stroke etc. Hopefully you're doing well now and the feeling is gone. Take care!

Yes, if there is enough pressure in the sinuses it can impinge on the facial or trigeminal nerve and cause numbness in the face. However, this would be a very severe sinus infection and any numbness in the face should be reported to your doctor immediately to help prevent permanent nerve damage.
