Yes, but there's not likely to be anyone serving currently qualified to wear those... Afghanistan (Operation Enduring Freedom) and Iraq (Operation Iraqi Freedom/Operation New Dawn) were considered two fronts of the same campaign (the "Global War On Terror"), so, if you served in theatres, you were only ever eligible for one CIB/CAB/CMB. To be eligible for a CIB with a star, they'd have had to have served in a previous engagement where it was awarded, such as Somalia, Desert Storm, Panama, etc.... most anyone who served in those deployments is retired, although there probably still are some in the Army who were involved in one of those. As for the jump wings with the two stars, it denotes a combat jump... 173rd was awarded a mustard stain for jumping into Iraq in 2003, and, IIRC, 2nd Ranger Battalion got one for jumping into Khandahar in 2001... not very likely that someone served in both of those units within that time frame, or regressed from a Ranger batt. to a line brigade. The last combat jump before that was Panama in 1988 - prior to that, it was Grenada in 1983. The absolute youngest anyone can be to be eligible for two mustard stains on their jump wings is 34, if we look at the unlikely scenario of someone having been in 2nd Batt in 2001 and 173rd in 2003. The absolute youngest anyone could be to wear a CIB with a star would be 40. If you're seeing a twenty-something or thirty-something sporting both of these devices, you're probably looking at an imposter.
You wear the Expert Infantry Badge above the Airborne Wings on all Army uniforms. The Expert Infantry Badge is Skill level 1. Airborne Wings are level 4.

In the US military, there are six parachutist badges.First is the Basic Parachutist Badge. It is earned by graduating from the Army Airborne School. All military parachutists who haven't earned another badge wear this one.Next is the Senior Parachutist Badge - Army and Air Force only. You must graduate from Jumpmaster School, serve in an airborne unit for at least 24 months, and do 30 jumps - half of which must be with combat equipment and several at night - to qualify. Graduating from Rigger School earns this award.The Navy and Marines award a gold badge to any airborne-qualified person who makes five jumps after graduating from Airborne School. You have to jump two different aircraft and make a mixture of night drops, daytime drops, and equipment jumps.

The Combat Infantryman Badge (CIB) is awarded to infantry personnel who have actively engaged in ground combat. It does not require expertise in marksmanship. Therefore, if you meet the qualification criteria for the CIB as an infantry soldier, you can wear the badge regardless of your marksmanship skills.
