Sound like you have a clogged toilet and or a clog in your main drain under your toilet. Shut off water supply to toilet remove water from toilet tank. Puchase a wax ring for your toilet prior to disconnecting toilet from supply line and floor bolt on the right and left of your toilet. I reckon there is no air vent pipe on the drain line of the toilet you are flushing and the siphon action is sucking out the water in the loft toilet also.
The wax ring which seals the toilet to the drain is leaking. turn off water, drain tank by flushing. Disconnect water line. remove tank, unbolt toilet from floor. Remove any old wax from toilet and drain. Replace with new wax ring. Reset toilet and press firmly into place.
Your drain line is plugged somewhere after your shower and toilet line are connected. The reason for the gurgle in your toilet is because air is trapped in the drain and your toilet is the closest place for air to flow to. If you had a vent on your toilet trap arm then it would gurgle in the vent rather in your toilet but your drain is still plugged and needs to be snaked out and maybe your drain line needs to be examined for right grade or broken.

If it is just the toilet that doesn't have water, then the pipes are probably not frozen. If it is the whole house than maybe yes. If you have water at other faucets, look at the toilet and see where the blockage is. Disconnect the supply line under the tank and see if water is coming through the shut off at the toilet if there is one.
Get a one or two gallon bucket of water and pour it straight into your toilet. If the water goes down like a normal flush, your sewer line is fine and your toilet probably needs to be replaced or chemically treated.
