I wouldn't risk it. They wouldn't last long with all the chemicals they put in pools. Turtles are better suited to salt or fresh water.

Yes they can if there are no chemicals. If it is just for housing the turtle. Also if you're keeping it outdoors make sure that it can survive outdoors in your area. Be sure the turtle can climb out of the pool, and be sure Raccoons and other critters cannot get them.

Turtles CAN drown, but as they are amphibious creatures of the sea, it doesn't happen often. You might be getting mixed up between turtles and tortoises, which are land creatures, who can't swim, so they would drown if someone put them in water.
