Yes, it can. The registration is to show who owns the car. The auto insurance is to show that there is insurance on the vehicle. Many who have insurance have their name on it, but it covers all drivers who have valid driver's licenses.
For peace of mind, have the person who's name is on the insurance check and verify that any qualified driver is covered.
