I was turned down by walmart because of a criminal background check according to a letter sent by company doing the checks. Walmart would not even contact me to tell me this. You can reapply anywhere you have not signed a contract restricting. You may not get the job, but I'd probably clearly explain why you turned it down then, and why you're reapplying now. If they thought you were a good candidate once, it may be true again.
