No!
The 2009 Ford Escape does not come with a towing hitch standard, or as a factory option. A tow hitch can be retrofitted after purchase, however, the Operator's Manual lists a maximum towing weight of 1000 pounds. Flat-towing is possible, but likely not wise except for the lightest of vehicles. Even if the Escape can tow the other vehicle, the Escape's fuel efficiency will be very poor with the addition of that much weight.
flat tow 4 wheel drive ranger
If its 2wd and you put it in neutral
The 2009 Ford Escape Hybrid Owners Manual states 1000 lbs. However Ford towing guide does not recommend towing with Hybrid Escape. I believe Ford states that the Hybrid is "capable" of Flat/Neutral tow, yet not recommended for towing. http://www.fordvehicles.com/assets/pdf/towing/08ESP_towing.pdf
The question isn't one of whether or not you can, it's a matter of whether you should. And the answer to that question is no. The Escape uses a transaxle, rather than a transmission separated from the differential by a driveshaft. Flat towing is not recommended in a vehicle with a transaxle, unless you've installed aftermarket free wheeling hubs on that vehicle.
