I BELIEVE THAT YOU SHOULD BE ABLE TO PRACTICE WITH A CERTIFICATE AS LONG AS YOU ARE TRYING TO GET YOUR LICENSE AND AS LONG AS THE PERSON YOU ARE WORKING FOR APPROVES OF IT AND KNOWS YOUR CERCUMSTANCES.

Presumably, you are asking this in the context of giving a massage for compensation, i.e. as a professional. Friends and family members can give massages to each other for free as much as they want without fear of punishment (from the authorities, at least). In order to act as a professional massage therapist and be paid, most states require a person to be licensed. As for punishment for violating these laws, that would vary from state to state.
