It is possible. I worked in Japan as an NDT technician from 2006 to 2009 in the commercial shipbuilding industry for and inspection company called Technos Mihara, Ltd. The Japanese Society of Non-destructive Inspection (JSNDI) only offers the certification exams in Japanese making it very difficult to enter the trade there. However, There is a Memorandum of Understanding between the Canadian General Standards Board (CGSB) and JSNDI to allow transfer of license bilaterally. as far as I know, I was the only foreigner to hold a JSNDI license, however, just before i left Japan, there was some recruitment for lower wage engineers from other countries in Asia to enter an intensive Japanese language course for 6 months, before attempting the JSNDI exam to work as building inspectors in Tokyo. There is also some visa issues with Japanese Immigration if you do not hold an engineering degree. There is a visa status titled "Skilled Labor", which by my understanding would cover NDT Technicians as "Information Processing" being unique to the components of evaluating and reporting and considering that only 20% of Japanese who attempt the level II JSNDI certification succeed. Japan being apparently in need of NDT specialist (recruiting abroad), one would think they would honor that visa status. However, the immigration officer in Hiroshima was very animate that "skilled labor" is "only for chefs of foreign cuisine, IE. french or Italian." So why isn't it called a culinary visa? and exactly what information processing is displayed in preparing fois gras? this is one of the nuances of Japan you should be prepared for when attempting to expatriate there. I was told to renew my teaching visa, which he happily stamped. I believe that importing specialist to do a job that a Japanese citizen couldn't do hurts their ego, so best to indulge them.
