Yes. A learner's permit is a privelege given to someone under the legal driving age so that he or she can practice driving while learning. But once you're 16 or older, you can obtain a regular license never having had a learner's permit, assuming you've satisfied all other testing requirements.
All you have to do is make an appointment to take the written test and the driving test. The written test is easy if you've looked over the study book- you can look at it online for free. The driving includes 3 point turn, parking, a quick stop, and road test which is just to show that you stop at stop lights and can drive smoothly. If you havent had driving experience I suggest you take the written test and get your permit and practice driving until you are comfortable enough to take the test. Once you are over 18 there is not period of waiting between your permit and license.

The Law states that if your license is suspended or revoked you can not opperate it however, ifyou have never been issued a license and your over 16 you can. If your license is no longer suspended and you havent had it reinstated i believe you can opperate a 49 c.c.
