I'm not quite sure why you would want to have a delay in your headlights, so let me first tell you what I did to a subwoofer amplifier.
In order to get rid of the "thud" when the car was started, I went to an electronics parts outlet store and bought an on-delay time relay that has a 12 VDC coil (the contacts are rated 10A, which is enough for the car amp, but way too small if you try to control the headlights directly. More about this in a minute.) I set it up so that when I turn on the car there is a 10-second delay before the subwoofer amp turns on. No more "thud"!
What I think you can do is get a similar time-delay relay, and connect it so that it is controlled by the light switch, and it in turn controls the headlight relay (which I am assuming your car has one.)

The headlight on a 1985 Honda Civic is changed by lifted the hood open. Locate the housings for each headlight and find the harnesses for the bulbs. Pull out the old bulbs and replace them.
The headlight dimmer switch is located on the end of the lever. Remove the steering column so the lever can be properly reached.
